The above mentioned age is for UR candidates.
Age relaxations are applicable as per Government of India rules, as follows

Application Registration Fee Rs.500 for (first two posts) and Rs.300 for
remaining posts UR / BC / BCM / MBC / DNC candidates.
There is no fees for SC / SCA / ST / PwD candidates.
Fees can be paid in the form of Demand Draft in favour of TAMIL NADU BOARD OF RURAL DEVELOPMENT, CHENNAI payable at Chennai.
