The Ministry of Science & Technology, Government of India, invites online applications from eligible Indian scientists and technologists for filling up two temporary positions of Scientific Attache on a Deputation (including short-term contract) basis.

2. Salary & Pay Matrix

  • Pay Level: Level 13A (7th CPC Pay Matrix)

  • Pay Scale: Rs. 1,31,100 – Rs. 2,16,600/- per month

3. Eligibility Criteria

Applications are open to Scientists or Technologists working in Central/State Governments, Universities, Recognized Research Institutions, Semi-Government, Statutory, or Autonomous Organizations (in India or abroad) meeting the following requirements:

A. Service Status

Applicants must satisfy one of the following service conditions:

  • Holding an analogous post on a regular basis in the parent cadre or department.

  • OR 2 years of regular service in Level 13 (Rs. 1,23,100 - 2,15,900) or equivalent.

  • OR 6 years of regular service in Level 12 (Rs. 78,800 - 2,09,200) or equivalent.

B. Educational Qualifications

  • Essential: Doctorate Degree in Natural or Agricultural Sciences OR Master's degree in Engineering, Technology, or Medicine from a recognized university.

  • Stream Requirement: The applicant must have studied at least one component of Natural Science, Mathematics, Information Technology, or Computer Science from Science streams at the Graduate level and subsequent levels.

C. Work Experience

  • Total Experience: Minimum 12 years of experience in research and development within industrial/academic institutions or S&T organizations.

  • Managerial Experience: Out of the 12 years, at least 6 years must be in a managerial capacity handling S&T program planning, development, and cooperation.

D. Desirable Qualifications

  • Working knowledge of a modern European, German, Russian, or Japanese language (in addition to English).

  • Post-doctorate research or advanced technical degrees with a proven track record of research publications in Science Citation Indexed (SCI) journals.

  • Extensive exposure to inter-disciplinary S&T areas, focusing on copyrights, patents, intellectual property rights (IPR), and inventions.

4. Age Limit

  • The maximum age limit must not exceed 56 years as on the closing date for the receipt of applications.

5. Roles & Responsibilities

  • Functioning as a liaison with overseas Government offices, R&D centers, and academic bodies in the country of accreditation.

  • Tracking major S&T policy shifts and structural updates to keep the Government of India briefed.

  • Facilitating the rollout of joint bilateral initiatives and identifying fresh collaborative avenues.

  • Organizing and coordinating international visits for S&T officials, high-level delegations, and lab scientists.

  • Keeping a comprehensive directory of Indian scientists stationed or settled abroad and offering operational assistance.

6. Selection Procedure

  • Initial screening will check for structural compliance with the minimum criteria.

  • Merely satisfying the basic criteria does not guarantee an interview call; the department reserves the right to raise the shortlisting benchmark based on desirable credentials, publications, or specialized experience.

7. Application Process (Two-Stage Mandatory System)

  • Upload essential PDFs: Degrees, academic transcripts/marksheets, No Objection Certificate (NOC - Annexure I), and institutional Experience Certificates detailing structural duties and explicit dates (Annexure II)

.Stage 2: Offline Document Submission

  • Take a printout of the computer-generated application and sign it.

  • Bundle the signed application form with attested copies of ACRs/APARs for the last 5 years (each page verified by an official of Under Secretary rank or equivalent) and a structural grading summary sheet.

  • Dispatched the package exclusively via Speed Post / Registered Post to:

Deadlines for Hard Copy Receipt:

  • General Candidates: 30 days from the closure of the online application portal.

  • Remote Area Candidates (Assam, Meghalaya, Arunachal, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh, Lahaul & Spiti, Pangi Sub Division, A&N Islands, Lakshadweep): 45 days from the closure of the online portal.
